Charges Approved in Child Exploitation Investigation

Criminal Code charges have been approved following a Surrey Police Service (SPS) child exploitation investigation.
In January 2025, SPS Internet Child Exploitation (ICE) officers commenced an investigation into reports of a suspect, who was allegedly in possession of child sexual abuse and exploitation material after receiving information from the National Centre for Missing and Exploited Children (NCMEC). During the course of the investigation, SPS ICE members executed numerous search warrants, seized electronic devices, and identified a suspect. On December 4, 2025, a man was arrested for numerous offences related to the possession and distribution of those materials and held for a bail hearing.
41-year-old Kevin James Belcourt has been charged with the following offences:
- One count of Possession of child sexual abuse and exploitation material contrary to section 163.1(4) of the Criminal Code of Canada
- One count of Distribution of child sexual abuse and exploitation material contrary to section 163.1(3) of the Criminal Code of Canada
- One count of Voyeurism contrary to section 162(1)(c) of the Criminal Code of Canada
- One count of Indecent Act contrary to section 173(1) of the Criminal Code of Canada
He has been remanded into custody pending his next appearance in court on December 11, 2025.
The investigation by SPS ICE is ongoing.
