High-Risk Offender to Reside in Surrey – Skylar Wayne Pelletier

Surrey Police Service (SPS) has been notified and is issuing a Public Interest Disclosure to advise the public that Skylar Wayne Pelletier, a designated high-risk offender who has a history of violent and sexual offences towards people, including offences towards females, will be residing in Surrey.
Skylar Wayne Pelletier is a 26-year-old Indigenous male, 6’2” tall and has a heavy build. He has short black hair and brown eyes (see attached photo).
Skylar Wayne Pelletier is currently on a court order with numerous conditions, including the following:
- he must reside at a place approved by his bail supervisor;
- he must not have any contact, directly or indirectly, with any of his previous victims or their family members;
- he must not attend within 300 meters of any known residence, place of employment, or known educational facility of any of the victims or witnesses of offences he’s been convicted of;
- he must not go within two blocks of the 2500 block Woodland Drive, Vancouver;
- he cannot consume, purchase, or possess alcohol, drugs, or any intoxicating substance;
- he cannot possess any knives, except as necessary for the immediate preparation or consumption of food;
- he cannot consume, purchase or possess drugs other than prescribed medication;
- he will have a 10:00 pm to 6:00 am curfew except with prior permission from his bail supervisor; and
- he must not possess any weapon(s) as defined by the Criminal Code.
Skylar Wayne Pelletier will be the subject of electronic monitoring. Investigators from SPS’s Major Crime Unit will continue to monitor and ask anyone who sees him breaching his release conditions to immediately call 9-1-1.
