Surrey Police Service Appoints New Deputy Chief Constable
Surrey Police Service (SPS) has appointed Superintendent Michael Procyk as the new Deputy Chief Constable of the Investigative Services Bureau.
With over 27 years of policing experience, Deputy Chief Procyk has established a reputation as a highly dedicated, knowledgeable, and ethical leader within the investigative policing community in BC, Canada, and internationally.
Deputy Chief Procyk brings exemplary service, expertise, and leadership to this executive leadership role. His diverse policing background includes uniformed patrol and community policing, with the majority of his career focused on major crime, homicides, and organized crime.

Deputy Chief Procyk served with the RCMP for 24 years in a variety of roles and capacities. In addition to being a Provincially Accredited Team Commander, he has served as the Commander of the Provincial Unsolved Homicide Unit, Sergeant Major for the BC RCMP, and as a trainer to the Iraqi Police in an overseas mission. Prior to joining SPS, Deputy Chief Procyk worked as an RCMP officer at the Combined Forces Special Enforcement Unit of British Columbia (CFSEU-BC). Deputy Chief Procyk was a Senior Investigations Officer, who in addition to helping lead organizational restructuring and strategic planning initiatives, oversaw several investigation teams in the province’s fight against gang violence whose efforts resulted in the seizures of guns and drugs and saw the arrests and convictions of numerous high-profile gang members.
In recognition of his work with the RCMP and CFSEU-BC, Deputy Chief Procyk was named as a Member of the Order of Merit of the Police Forces in 2021, one of Canada’s highest honours for police officers, recognizing the leadership and exceptional service displayed by those serving in Canadian police services.
Deputy Chief Procyk joined SPS in early 2021 as the first Superintendent of the Investigative Services Bureau. He has worked with the rest of the leadership team to build this Bureau from the ground up to operationalize SPS’ investigative capacity. This has included building teams of skilled multi-disciplinary investigators, developing the SPS’s Major Case Management business practices and policies, and preparing SPS to join the BC Municipal Undercover Program and the Lower Mainland Integrated Teams. Deputy Chief Procyk has also been the lead of SPS’s POJ Team, which has completed hundreds of tasks to ensure compliance with the provincial requirements for SPS to become the POJ.
“As a resident of Surrey for over 25 years, I am proud to call this dynamic community my home and I am proud to be serving the citizens of Surrey through my new role as Deputy Chief Constable in charge of Investigative Services Bureau for the Surrey Police Service,” says Deputy Chief Procyk. “It has been an incredible experience working for SPS for the last three years to help establish and develop this progressive municipal police service from the ground level.”
About Deputy Chief Procyk
Deputy Chief Procyk began his policing career at the RCMP’s Coquitlam Detachment where he was engaged in uniformed patrol, community policing, and drug and major crime investigations. The balance of his career has been focussed on investigating homicides, major crimes, and organized crime across the Lower Mainland and other regions of British Columbia. In 2005 and 2006, Deputy Chief Procyk represented Canada as part of an international mission to Jordan where he trained the Iraq National Police.
Over the span of his 25-year policing career, Deputy Chief Procyk has demonstrated a commitment to integration in policing and has led several multi-agency teams including the Provincial Unsolved Homicide Unit.
In March of 2021, Deputy Chief Procyk joined the Senior Management Team of the Surrey Police Service (SPS) as the first Superintendent with the Investigative Services Bureau, where he played a pivotal role in establishing SPS’s investigative teams, policies, and practices.
Deputy Chief Procyk is a long-time resident of Surrey and contributing member of the community. He holds a Bachelor of Arts degree in criminology from Simon Fraser University, is an Accredited Team Commander, Certified Polygraph Examiner, and is recognized as an International Police Trainer by the Jordan International Police Training Centre.
Deputy Chief Procyk’s commitment to service has earned him a variety of formal recognition including two commendations and two certificates of appreciation from the RCMP, three Meritorious Service Awards from the Lieutenant-Governor of British Columbia, and the Jordan International Training medal form the King of Jordan. In 2021, he was invested as a Member of the Order of Merit of the Police Forces by Canada’s Governor General, and he is also a recipient of the Queen’s Diamond Jubilee Medal.
